What makes a fair society?

Fair and equitable (as opposed to equal) societies are created when those in a position of power and influence commit to supporting those less fortunate than themselves – noting that EVERY individual in EVERY society will, at some point, be in this position, and that EVERY individual in EVERY society will find themselves, at some point, able to provide help to another, and able to receive help from another.
